Anybody know which country have the most submariens. What's on record is not surely correct because militries usually don't expose themselves. So please update my knowlegde. Thanks

USA, it was USSR, but after the break up their armed forces where seriously depleted.

And it is hard to build things like that in secret, too large and fairly easy to track when they surface.
