You're thinking way too much about this. I'm guessing, at his age, kissing a girl is the very last thing on his list of things he wants to do. Actually, it's probably not even ON his list.

I had my first real kiss at 15 (almost 16), so you may have to wait a bit. Waiting is good. The anticipation is worth it. If you have been there and done it all by the time you reach high school, there is nothing to look forward to. It's like you've opened all your Christmas gifts and get that let-down feeling of "That's it? That's all there is?".

I'm thinking, wondering, what is your plan. You have a crush, he hasn't given you any idea that he has mutual feelings and you want to know 'How to'... walk up and kiss him out of the blue? Public could be embarrassing for him. Private could be uncomfortable for you. And probably visa versa.
Wait until you find a guy that you know wants to kiss you. It will be much more meaningful.

Wait until you're older. This boy probably does not have kissing on his mind anyway.
