Can I run romex or MC under a mobile home? Does it have to go under the insulation? Or is EMT (pipe) necessary?

Don't think romex would be allowed as it is most likely considered a damp crawl space. Use UF cable or NMT and pull separate wires.

That and critters are likely to be under a trailer and some of them have a fondness to chew on electrical wires.
