I have to install a 4 pack meter panel, owner already got it, MY question is: What Is the size of wire to put in the riser, overhead, and will still be #4 bare wire to ground?

Are you in the USA? If not, where?
Many places require a licensed engineer for this kind of installation. What is your background?
Realize that you are asking a big question. The requirements for sizing an electrical service are in article 220 of the National Electrical Code. If you are in another country this info may be elsewhere. It sounds like you should find some professional help local to this project.

Actually, from your post I highly doubt you are, in which case you should not be doing such a job, especially considering the extremely vague and cryptic way you are asking your questions.
