My 10 month old dad does nothing. He doesn't want to help, as well as running from child support. I asked him since he doesn't have anything to do with her to dign over his rights and he wants to but I still want him to pay child support

First, you are laboring under an incorrect assumption that he CAN sign over his rights. There is a myth that a parent can do so, but its only a myth. Second, you often can't have your cake and eat it too, Laws vary by area, some areas do allow termination of rights and not responsibilities, other areas package them together.

At this point what do you think you gain by him signing over his rights, even if he could? He's not using those rights so what's the difference. What you can do is ask the court to grant you sole legal and physical custody. This way, he would have to go to court to have anything to do with the child.
