Is it possible to adapt 50Hz power to 24Hz, so that a light bulb will flash 24Hz?

I'm wondering if it will feel like a real-life cinema-movie.

Will a variable frequency drive be able to do the job? If yes, where can I get one?

You can buy a strobe light with variable control and then set it to whatever frequency that you want, within its allowable range. For example here's one that can be set to flash anywhere from 40 to 12,500 flashes per minute (0.67 to 208 flashes per second): Low Cost Digital Stroboscope - DT-721 (http://www.checkline.com/prods/DT-721)

There are lots of cheap strobes out there that are intended for use by DJs on dance floors, but they typically don't flash anywheer near quickly enough for your use. I think you'll have to look into strobes intended for industrial applications, like the one above, to get up to 24 flashes per second.
