My husband wants to adopt my daughter, and the bio dad owes over $4,000 in child support, and hasn't seen her in 2 1/2 years. I have no idea where he's living now, and don't know of a past address. I was granted sole custody and primary care and control. Do I have to get him to sign, or can I just go ahead without him?

The court will require that you attempt to get the father's permission. Acceptable methods to show you tried will vary by court. Since I don't recommend doing this without an attorney, retain a family law attorney who can advise you of what needs to be done to satisfy the court.

Depending on the state you are in, you will probably have to give him official notice of the adoption petition. However in some states there is statutory language which suggests that the father doesn't have to be given notice under certain circumstances. Check with an attorney in your state..
