I have won a judgement for 3000 in small claims court, I have yet filed with the clerk. My question is the guy is going to file bankruptcy and can judgment be included in bankruptcy if its not on record yet with the county clerk

Yes, the judgment debtor can and should list this debt in his/her bankruptcy schedules, and it would probably be dischargeable (meaning you would not be paid).

Yes, he can just show it as a debt, or list it as a judgement, does not matter, once he files bankruptcy you will not get any money.
So you need to attach any bank account NOW, before he files
