Hi,
Depending on year, could be in need of a valve adjustment, or if old enough, could be one of the bad camshafts. Most of those are long gone, but maybe not all. It can be checked by removing the valve cover and plug, turning the engine by hand and watching the rocker arms - they should move about the same amount. The exhaust is the one affected by a bad cam and it will move very little if that is it. Also, the valves set at 0.006" so there should not be a lot of play in the rocker arms when they are not moving the valves. Instructions on setting the valves can be found on YouTube at:
Lawn Mower Repair Valve Adjustment - YouTube (http://www.youtube.com/watch?v=NjzX-PUjKmo)
Peace,
