The movie I'm thinking of had a dude in a suit who took or was given some kind of drug? That gave him weird mind powers. I'm not sure but it might have played on MTV? I vaguely remember seeing this movie twice. There was a war scene with a general and a bunch of tanks and troops. Don't remember there being a lot of dialogue either, though I could be wrong.. any help?
