I think you will find that most programs are funneled through state programs. I would contact your state Dept of Agriculture. It's assistance - you won't be given land or money for land or major equipment, but a lavender farm sounds like a good low start up cost. I've bought lavender in bulk directly from a farm. The only drawback is that there is no 'local advantage' to lavender; it can be shipped anywhere.
