I am on a registration on a vehicle I do not own but the local Police Department sent a registered letter to my home because of this, if I pay all fee's including the impound fee's can I then register the title in my name since the party owes me money

How are you titled on the registration and what is the relationship between you and the registered owner? (person on the title)

The owner is my sister I told her to remove my name off the registration months ago but she has not nor has she updated her mailing address and I have no way of contacting her, due to the fact my name is still on the registration can I pay all of the fee's and title the vehicle in my name, note she owe me money and this is the only way I can collect. I am listed as And also I live in Ca I hope this helps

I'm not sure how you get named on the registration, but not the title. However, no you can't pay all fees and get title. You can pay the fees then sue her for the money. At that point you may be able to get a judgment and seize title.

She lived with me a while back she has no license and no Insurance the vehicle was titled in my name as well as the registration so I could cover it on my policy the problem was she could not drive the vehicle because of this, as always what happened is she drove it so I asked her to remove my name from the registration and I canceled the Insurance on it, I guess she did not so I am on there as OR as contact, I also have no way of contacting her so do I wait the 30 day's then get the vehicle or do I go and get it now?

If you are the only one on the title, then the vehicle is yours. If you have the keys then go get it.

Good advice but, if OP doesn't know where the sister is, I'm puzzled how OP knows where the vehicle is.

The local PD sent him a registered letter for collection of fees.
