After I flush the toilet and the tank is refilling, it refills in bursts. Water flows for a second then stops, flows for a second then stops, instead of a steady consistent flow.

It sounds like your flapper (the part inside the tank that rises to let the water out to flush the toilet) is not seating properly on the flush valve. This means that your tank is continuously letting water out, so the water inside the tank will not fill up completely and then stop.

Sorry pready, but I read this thread differently than you do... ;)
Toby seems to be quite clear on the fact that the filling issue happens right after he flushes the toilet (not later, after the toilet is filled) which suggests an issue with the FILL VALVE itself.
Here, the first thing you need to do Toby is to shut off the water supply into the toilet and then remove the cap to the fill valve and check the washer under the cap to see what is blocking the fill cycle of the fill valve. If you find nothing, you'll want to flush the fill valve for a second (cap off... put towel over the top) and then reassemble. If that fails to fix the issue then the next place to check will be the shut off valve that feeds the water to the fill valve.
Check the fill valve washer first. Here is a video that shows how to do a basic breakdown of the most common fill valve (you may or may not need to change the washer):
