We arranged to meet again in two weeks when we are off. We spoke this week by phone and he said he didn't want to rush things like his last relationship, I agreed.

He has been distant since and I have to text first. Yesterday he said I was texting too much so I asked what was wrong. He avoided the question and said I was texting too much so I left it.

He sent a text today saying I'm a nice girl, and hope you have a nice day. Confused. What does he mean?

It means back off and don't assume that one date is a relationship. He doesn't even sound like a good text buddy so don't chase him anymore. I suggest exploring other dating opportunities. Maybe he keeps his word in two weeks, maybe he won't, but you agreed to go slow. So go slow.
