Is they a statuted of limitations on a warrant.

No... an arrest warrant remains valid for many many years, decades even.. There are statute of limitation to CHARGE you with some things... but if they issued a warrant.. you've already been charged and that clock stops at that time.
But what's that got to do with small claims? That's where this post is made.
Some of the post makes no sense as posted... can you please clarify what you are asking more clearly.
