Received income from campaign that they filed on the C&E report as expenses. I was told I do not need a 1099 but the amount was more than $600. Want to make sure to file the income correctly.

You don't need a 1099 to add it to your 1040 under other income. Or if all your jobs are contract and not wages, add it to your gross income.
If there were several other contractors on the campaign the IRS will notice. They won't notice if you were the only one and were expensed as goods or something, unless they are audited.

If it is more than $600, report it on Schedule C and deduct your legitimate work expenses.
Income in excess of $400 reported on Line #21 draws unwanted attention from the IRS.

Even if someone makes something like 60K wages and $500 other?

Yes; the IRS is a little anal when it comes to the "other income" category on Line #21 unless there is a 1099-MISC with income in Box #3 (Other income) to account for it.
