As I said, I am on city water. I don't have enough pressure to run my sprinklers. Normally, I have pressure in the house, but if I flush the toilet, I lose pressure down to a trickle everywhere else.

Any filters or water softeners installed in the system? If so, I would check these for blockages first.

Otherwise, I'd be looking around for a pressure reducing valve (near water meter... see image)... see if the strainer is clogged.

Start there... let us know what you find, OK?
