I am going to guess your basement is made of cement block and that is quite porous. If it wasn't sealed on the outside during construction most interior sealants will not adhere, for long. Do you know if you have a sump pump and foundation tiles around the outisde of the foundation?

I know I have a sump pump. I only have been living here for 4 years and I never got wet until we had the floods in May 2006. I was wet in one area then. And now with heavy rains it seems that the one area gets wet as if the flood made a path to the one area and now with all heavy rain it follows that same path in. I am not sure about tiles around the outside foundation.

Short of digging up around the foundation I have seen one product which might help. Unfortunately this product runs about $10 per foot. It is a plastic "dam" that looks similar to an enclose rain gutter. It is glued to the floor and screwed to the wall. It catches the water before it spills to the floor and diverts the water to the sump. I justsaw this at Menard's, they have over 200 store so maybe they are in your area. This product was once call the Beaver Dam but I haven't seem that name in some years.
