The lever in the tube next to the tub broke(corroded) water not draining. How do I open drain? Don't use bath just shower.

That depends on how mechanically inclined you are... and if you have tools.
You might have to hire a plumber however. Mostly if you are having to ask that question... you either have tried and failed... or you don't have the equipment to get things apart to get to what you need to.
Without knowing exactly what you have... you likely have to remove the plate to the tub that held the lever that broke... from there you have access to the rod that moves the device that opens or blocks the drain... (yes there is more than one kind) . If you get that far you push or pull the rod to open it... if it stays opened... then put it back together.

What country is this? I've never seen anything that looked like you describe. If you can post a link to a photo of something similar.. it would be a great help.

NYC lol yeah it's odd there is no hole in the tub except for drain the stopper is next to the tub in a 16 inch tube. Googled to try to find how it works but no luck will post pic later if I can

I tried that too... to see if I saw something I never saw before like you might have described... I didn't... a picture is worth a thousand words. I'm sure the bells will start ringing and ideas you can try when we have an idea what you are looking at.
