In an effort to have a somewhat more independent approach to international finance an attempt is being made to set up a rival to the World Bank. Perhaps it is hoped assistance won't come with the well known serve of austerity for which the World Bank is renown

I'd be worrying about who they are talking to, wouldn't you?

Just heard this a few minutes ago. Initial impression is that BRICS is an artificial construct of nations that really don't share common goals and interests . Doubt if this will work ;but I have to study it some more.
Edit... I've become very concerned about the emerging influence of Qatar for some time now... especially since Emperor Zero decided to "lead from behind" . Obama can claim that the US is not directly involved in arming the rebels . But that is a fiction . The only thing we have not been involved in is shaping the composition of the rebels. The moderate leader dropped out leaving the field to jihadists from the old Zarqawi led AQ in Iraq movement ,and AQ loyalist from across the ummah . Qatar is the center of gravity for supplying and financing the rebellion.

Edit.. the BRIC nations were considered the emerging economic powers in the last decade. I am of the opinion that they peaked (especially China) . In fact ;the only nation I see with a long term potential is India .

What you have to see here are some unlikely bedfellows, some nations with vast resourses and some that represent a big market and they have within their borders 40% of the world's population and a significient part of the land mass. Russia; perhaps looking to recover past glories, China looking to spread influence, Brazil a new economic power house and India, perhaps the real winner and you mustn't forget South Africa, who are a key to the africian continent

Perhaps when Mandella cashes in his chips. He's running what could be a major economic power into the ground.

Mandella is an old man close to death, he ceased to have any political power years ago
