More details would be needed, but from what you have said if it was as simple as you put it, then no that would not be "flirting."
It also depends on the body language of both parties.

Ok here is some back ground
My husband was talking about work
He goes on to talk about this fat girl that works there . She works in the office he works in the shop... she is always in the shop.. for what I think but OK...
He says she was down in the shop on Friday talking to a bunch of the drives and he went over and said to her " O these guys will get you in trouble " then she giggled and flipped her her back... I SEE THIS AND THE TWO OF THEM FLIRTING WITH EACH OTHER..
