Once they move out of the home at 19yo are we as parents still responsible for them at all?

He continually threatens to quit his job and go back to school. Making us pay for it. Is this legal?

He can do what he wants, but YOU are no longer liable for his upkeep.

He can not force you ( at least in US) to pay for his college, he can quit his job all he wants, but you do not have to pay his bills at this point
