How long have you actually had her since you got her at 8 months? Have you been maintaining a routine with her?
Dogs seem to learn routines quite well. You need to keep her on as close of a schedule as possible with letting her out. Also be sure to praise her each time she potties outside, verbally and even with a small treat if possible for a while.
It has taken me up to 2-3 months to completely house train a dog so don't rush it or get frustrated. My dogs will now hold it for up to 10-12 hours if they have to (although it rarely comes to that).

Puppy pads are the worst invention ever made. They don't teach the dog anything.
It seems that you haven't taken the time to train her properly, much like the first owners. You need to go outside with her, use a potty word "Potty time", "make" whatever you choose. Repeat the word or phrase (keep it simple and always use the same word or phrase) then praise when she does what's expected. Lots of praise, "good girl, such a good girl", and then a treat. Make sure she knows that you're happy with her.
When she potties in the house, a firm no, and then take her outside. If you catch her in the act, stop her midstream or mid poo, take her outside, use the potty word, and wait until she does what's expected.
Dogs live to please their humans. She's not doing this out of spite, she's doing it because she doesn't know what you want her to do, she was never taught.
