I have really dark blue eyes, and I have no idea how to make them stand out and pop if you know what I mean. I have kind of small eyelids so I usually don't wear eyeliner because it makes them look even smaller! I usually wear black mascara and that helps a little bit but not as much as I'd like... I also have light brown hair with blondish highlights, pale skin and rosy cheeks if that helps at all

I always thought that dark hair makes blue eyes stand out.

You could also try using a lighter eye shadow. Using mascara will work some what.

Also having blunt cut bangs just at the brow may help.
