Ac blower doesn't come on when I turn motor off on my honda accord 92 is this normal?

Not sure I understand your question or what you're trying to do. When the engine is off, the ac compressor doesn't run so you wouldn't be getting anything from the ac at that point anyway.

What I'm trying to know is if both fans (the ones to cool the engine )have to come "on" when I turn the engine off or just one of them?

I believe it depends on the engine temp. I am fairly sure that the one running if the engine is hot is enough. If you are concerned about the fans working, let the car warm up and see which ones operate while the car is running. Turn the AC on and see if the other fan kicks on as well. That's the simple way to tell.

The oil coolers? I am not real familiar with them other than on truck applications. As far as I know, if they're not leaking, they should still be good. Or is there a filter in them that I don't know about?
