I have a black blue white and green wire from the ceiling fan. I have 2 white and 2 black wires coming from the ceiling. On the ceiling fan do I hook the blue and black wires together or blue and white

I presume that there is a wall switch involved here.

Does one of the white wires have a piece of black tape on it?

It's hard to give a definite answer, since it is unusual to have two whites and two blacks from your box. Do you have two switches to control the power? What was there before? How was the old device connected? If you have two switches, each black could be controlled by one switch. You can find out with an voltage tester. If you use a voltage tester between the box and a black and get 120 ish volts the box is grounded. You can bond a bare copper wire or green wire to your box, using a ground screw or grounding clip, and connect that to the green for your fan. The fan green should be for ground, white for the common and black for the fan and blue for the light. Be careful! If you are not familiar with voltage testers and wiring, you need to get help. You may be able to connect all the whites together, one black to fan black, and the other black to blue. Without proper testing of the wires in your box, you should not proceed! Hope this helps.
