Hi, We turned on our outside spigot to find low water pressure. We noticed that with the hose nozzle restricted and water not flowing we could still hear the water running at the spigot, although there was nothing leaking. We then went to the meter and turned the spigot on with no flow at the nozzle, to see that the water meter was running. When the spigot is turned off the water meter doesn't show any flow. Is there some sort of leak somewhere? If there is the meter doesn't show usage when the spigot is off. Only when the spigot is on and the flow is restricted does the meter continue to show usage. Please help...

There may be a leak on a neighbor's line and the sound is resonating through the water.

I fail to see how a leak at the neighbor's could make your water meter run only when your spigot is on. Is this a frost proof spigot? When one of them is shut off, the water is shut off at a seat on the inside side of the wall. If you have a leak between the seat and the outlet, water could be leaking within the wall. It maybe going somewhere you haven't checked. Look it over and see what you find.

Lakeshore, would you please elaborate? When you say 'spigot' concerning the meter, what are you speaking of?

I am with Labman on this one, it does sound like the barrel of your frost proof faucet is leaking, possible from a freeze, especially if you left your water hose connected through the freezing weather. If you live in a house with a slab floor and the faucet comes out below the house floor line the water is probably going under you slab floor. If you have a basement I would check the basement.

When I turn the water on on a frost proof faucet the top knob sprays water from the knob ,only when the hose is attacted ,do I have to replace the whole system or can I loosen that top pressure knob

It sounds like the vacuum breaker has failed -- If it's a commonly sold brand (Legend, ArrowHead or Woodford), then you may be able to find a rebuild kit and repair the vacuum breaker.
