I have a Toro 20371 that hasn't been started in a couple of months and will not start now. It is less than a year old. I think that since I didn't use stabilizer in the fuel that I now have a fuel issue. What is the procedure to correct this issue?

Hi,
The best thing to start with would be to loosen the bolt retaining the float bowl and allow the fuel to drain out. It is the fuel most subject to degradation since it is exposed to the atmosphere since the carb depends on atmospheric pressure and the venturi to function.
Peace,
