Want to wire my 30 amp 240v double element hotwater heater to operate on 120volts and be able to switch back to 240volts when more hot water is needed quicker. I have solar panels and want to slow use the watts over a period.

You'll need two separate circuits, or one two-pole circuit on 10/3, feeding a 30A double-pole double-throw switch.
