If washing. And machine. Is draining. And you wash in cold water. And toilet. Starts to bubble. Could it be frozen. Water in pipes

Water does not freeze at 40, it would have to be 32 F for water to even start freezing and pipes that are in the house, or under the house would take even a colder outside temp to freeze.

So has it been below 32 for several days ?

Also a side note, hot water actually freezes faster than cold, strange but true

But yes if it is cold enough (40 is not cold enough) ice can form if there is a area where water is not properly draining.

It really sounds like there is just other blockage
