I received a traffic ticket for running a red light 17 years ago in Alabama well they extradite me from Florida for this. They mailed me a letter saying I have a warrant.

Well, "they" know where you are and, yes, if "they" choose to extradite you, they can.

Unlikely they will do so for a traffic violation, but they could hold up renewing your FL license. And if you were ever stopped in AL they would jail you.
