The toilet is stopped up, I have cleared the obstruction by using a plunger.Yeah!! But not so fast. I can place a piece of tissue in the toilet and it gets stopped up again. If water is in the toilet if flushes every time but once I put a slice of tissue in there to flush it backs up. Is there a sensor of some sort in the toilet?

No sensor and 1 piece won't stop the toilet. Are you sure it was plunged well?

Sounds like there is something stuck in the toilet. Try plunging again, if that fails then go purchase a CLOSET AUGER tool and ask someone to show you how it works... should resolve the issue if you are lucky!

If unlucky, you'll need to remove the toilet and investigate further... ;)

The bowl is letting water by but the tissue is enough to plug the opening in whatever is in there.

Like I said, something is in there... water can get by, but even the simplest solid is an issue! Sounds like you need the closet auger for sure!
