At 10 you should have long ago educated your daughter on inappropriate touching. At 13, I can hardly understand his not knowing this was wrong. I'm assuming the kissing was of a more passionate variety than brother/sister pecks.
Since I don't know what you told them, how you told them and what their reaction was, its hard to say if you should do anything more than watch them more closely.
But I have to be frank here. I think either you are very naïve to believe, at least the 13 yr old, didn't know this was wrong, or you have failed to properly educate your children in appropriate behavior.

F you are not satisfied try taking them to therapy if it happens again I would definitely take them to therapy as there are some great child psychologists that deal with kids exploring there sexuality.

You should certainly talk to them about it being entirely inappropriate and why without being hysterical or humiliating them. Also get them some counseling, separately. It's important not to leave them alone together. It would be worth exploring through counseling if either of the kids has been sexually exploited by an adult or older kid. Also, you have to be aware that your son could pretty easily sexually abuse your daughter, given that he's older and male and could easily overpower and manipulate her. So don't think you can run to the store and leave them home, etc. No time alone, at all.
