Turns over,just won't fire up,new battery,getting fuel to carb,turns over strong, only have 100 miles on new plugs,do plugs foul that quickly?

Thoughts:

. Replace the Ignition Control Module (ICM).

. Bad kill switch?

The proper plugs won't foul that fast.
