Okay I am 18 and my boyfriend is 19. The love between us is mutual but he freezes when it comes to sex. I am very patient and understanding when it comes to him being a virgin and I do not want to pressure him into doing anything that he doesn't want to do, but he is very tempting. I feel like if you can put a condom on and rub your penis against my vagina you are ready to put it in. He will say that this is what he wants and it will be close to where he just tells me to do it, then he stops me right before it goes in. I am not a virgin so this is pretty much torture for me. What do I do??

Stop teasing him. Let him go at his own speed.

Then you stop him from teasing. Avoid such settings.

Stop allowing him to put you in that position.

Well at least he's being safe and putting on a condom, because you really don't need penetration in order to get pregnant.
It sounds like he's not ready. Maybe he's afraid of you getting pregnant, since no form of birth control is 100%. Have you talked to him about why he wants to remain a virgin?

It is obvious the two of you are not ready, the reason ? There is no communication, if you were actually ready, you would have talked to him and know the reasons.
There is no way to, and you should not try to make him till he is ready

Ask him why he can't finish the deed and go from there. If you can't talk about it, you shouldn't be doing it.

He probably realizes that nothing protects him 100% against being the father of your child - and he doesn't want to be the father of your child.
