I live in a duplex which shares a basement. The water gets billed to the house as one unit so there's only 1 main line into the house. There are 2 water heaters in the basement, what I want to know is how can I split existing water lines for a secondary washing machine. Its pvc piping as well. I'm more of an electrical guy so detailed help would be much appreciated.

Hi just add a tee piece simple as that . If your pipe is 15 mm or half inch see link below or cut and past hope this helps

It is NOT as simple as just adding a tee fitting as Jazzas has suggested (guy knows nothing about plumbing! ).
In fact, you can simply add a tee fitting into any cold water pipe, but for the hot water you will need to find out which water heater is yours and then you can tee into your hot water line to supply your washer. Here, I am sure that each units water heater is supplied by separate electric or separate gas supplies that each unit pays for individually, so you need to be sure which heater is your before cutting into the hot water system, OK?
You'll also need a separate washing machine PTRAP and vent for the drain system. You can install the PTRAP and vent and connect the vent from the new washing machine into the existing vent from the old washing machine.
If you plan to install a separate dryer you will need a separate dryer vent directed to outside the building and a new gas or electrical supply/connection.
