And putting soap on belt quiets it for about 15 min

Did you use a cheap belt? I have seen the cheaper belts do this. Go with a higher quality belt like Gates.

Is the compressor new? If not, I've heard A/C compressor pulley bearings chirp. Ditto for tensioner pulley bearings, which are easy to simply press out and press in a new "6203" bearing.

A/C compressor is new and so is the tensioner.

Did you use a Motorcraft, Dayco, or Gates serpentine belt?
