my 3yr old x foxy pom as of last night has developed quick short breaths she has
finally gone to sleep& her breath rate is 82/per minute

That by itself isn't enough to even guess, there are so many reasons... from not serious to serious. I hope you can tell us more.
Start with her eating, drinking, urinating, defecating routine in the last 2 - 3 days.
Could she have swallowed anything..
Does she pant with her mouth open...
Any pain when you run your hands all over her belly, throat, all over...
Do her gums look a normal pink...
Can she walk, show interest in things...
Has she stayed in a kennel recently...

She's eating & drinking had a bit of diarrhea
Doesn't seem to have pain
Her walking seems of balance
No kennel
Pants with her mouth closed

A bit of diarrhea over how many days?
Could she be constipated?
When you say no pain, did you feel her all over firmly, so that she would wince or cry if anything hurt, especially her belly and throat?
Have you looked in her mouth?
Do you have a vet?

Diarrhea twice 2 days ago
Not constipated
Doesn't wince when I've checked her
Haven't looked in her mouth she has finally gone to sleep breathing is the same
I don't have money for a vet till tomorrow & you have to pay same day as visit

Walking off balance can be many things, from ear mites or infection (do you clean her ears, is there brown gunk inside) to something neurological. Does she shake her ears?

Not pooping for 2 days is a bit long, even if she had diarrhea...
What does she eat?
