Why would I get different voltage readings in a panel on a house ? I'm getting 114 volts on L1 and 132 volts on L2. When I check between lines, L1 to L2 I get 240 is this normal ?

Your 240 is made up of two 120 lines coming in from a transformer for your electric supply company. The 120 is the secondary winding, the transformer is receiving much higher voltage. If there is no current draw on either of your incoming lines there could be an issue with the transformer. How are you testing for the voltage, what are you using and where?

There could also be a loose neutral connection either before or within the panel. Are you experiencing problems with appliances?

A drastic imbalance between the two legs of a service do indicate a neutral problem.
