I apologize I don't have many details because I was in the fifth grade when I saw it back in 1999/2000.
There is this white guy who is somehow transported to the future where warlocks, which you never really see, control all the humans, who at this point are generally very naïve people. He falls for this girl and she explains to him that when the siren, which sounds like an air raid siren, that the people go into the dome which is where the warlocks reside and never return, although she makes it seem like it's a good thing when the guy finds out the warlocks kill them for whatever reason. I cannot remember much more than this, but believe me I wish I did. If you have any questions on any other details I might have please ask.
