I love using tapcon screws in cement. But this time I only need to go perhaps only 1/2 into the cement. It is to secure a plastic pipe clamp. Nothing heavy
I like tapcon because you can do it all in one shot, with a nut driver after you drilled the pilot hole. But I do not think they make Tapcon that small? I think the smallest they have is 1 1/4? Some other screw?

If the load is very light, these type plastic anchors may suffice:

Tapcons to the best of my knowledge and research require a minimum one inch embedment into the concrete.
