A male employee fainted and banged his head on the corner of a cabinet. The next day, the company went around handing out these forms wanting all employees to list all there personal medications. EVERYBODY had to fill it out, no exceptions. Is that a violation against the Hippa Law?

No... Employers unless you work for a Medical office... aren't covered under HIPAA... it's not HIPPA.

No, this has nothing to do with HIPAA. And most work places require you to notify management of any medication you are taking that may effect work place and/or safety.
Next this is not giving out that information to anyone, just asking you to give them the info

HIPAA protects you from having your info revealed to a 3rd party by your medical practitioner.
If the company revealed what meds you are taking, that could be a HIPAA violation but is most likely a privacy violation.
