Found in their terms and conditions:

http://www.coned.com/escos/electric/documents/phase4plan/05_customer_transactions.pdf

The Company will continue to employ normal credit notice and field collection actions for all accounts.

If and when you do apply for another account, they will request payment of any past due and expenses before providing power.

Do they have a judgement against you? Is there a lien on the home from them for the debt?

Unless they have obtained a judgment over the bill they shouldn't be able to block the sale.

However, they will pursue this as a debt and if you are moving within Con ED's coverage area, they can prevent you from turning on the electricity in the new place.

I agree with Scott and other, btw it's ComEd

Yeah its Con Ed short for Consolidated Edison. It's the electric utility originally set up by Tom Edison

I was thinking of ComEd, Commonwealth Edison, an Excelom company also started by Thomas Edison, must be a regional thing
