I have a Rheem Electric AC/Heat and it's about 7 years old. As stated above, I'm having some issues. The unit is blowing air and the outside unit is spinning but the air coming out is not cold and the emergency heat is kicking on more than it should. About a year ago, a tech came out and said the compressor was tripped and he reset it and then it worked after that. I'm guessing the same thing has happened again, so the question is, why is it tripping and how do I reset it?

Look for a red button usually by the line sets going into the heat pump. These will trip if the unit is over charged, insufficient airflow in the furnace. Just a note, I've seen this happen a few times, the blower should pull air through the coil, not blow air into the coil if it is installed correctly.

E heat coming on too much,, hmm could be that the heat pump is not preforming .

Low or no freon maybe. Compressor not starting? That's a possibility too

Tripped?? I'm guessing it's the high pressure cut off that needs reset, this trips when the indoor airflow is obstructed ie: dirty filter or fan running too slow etc.dirty coils,

Sounds like you need a competent professional to evaluate your system.
