If a PO starts revocation and then gives an offer for offender to sign off on serving a certain amount of time in stead of offering an ATR, is that a good indication the PO knows they do not have a good case and the offender will likely win at his revocation hearing? To me it seems like the PO is trying to scare the offender into taking the recommended time because the PO has a very weak case with little to no proof on any allegations. Especially when the offender has actuall written proof against one allegation in particular to present to the ALJ. Am I wrong to think this way?
