I was wondering how many amps of power a starter would need as I was thinking of getting a power outlet that work in my car to start it.

We have some confusing language here. A normal auto starter uses 12 volts DC and your home is normally 120 vac, not interchangeable. Are you thinking of some other kind of starter than a normal one? Not seen any

I did say, B&S engine, not a car of which is 12 volts. But a starter on a Briggs & Stratton motor is 120 volt. It only says how many amps it draws. I need to know how many watts it will draw. Why that is, I am looking to purchase an inverter to convert 12 volt to 110 which measures in watts and not in amps. By the way, the staerteris for a snowblower, not a car. It is mentioned in my subject line for a 10 hp motor.
