I am installing a wash sink in the garage. The sink bottom is lower than the inlet into the wall drain. Can the sink drain be higher than the sink?

Not unless you use an ejection pump. Water doesn't flow uphill.

The sink bottom is lower than the inlet into the wall drain.Add to that the trap and trap outlet and that would put you way under the wall stub out. However, you do have options,
1- As Smoothy suggested you could install a small pump.
2- Raise the sink
3- Open up the wall and lower the stub out,
4- Mix a stiff drink and forget the entire thing.
But what you can't do is to get water to flow uphill. Good luck, Tom
