How do I write 0.005309 in scientific notation

Not quite right. It should be 5.309x10^(-3). Note the minus sign before the exponent. Reason is because we move the decimal point three places to the right, which is like multiplying 0.005309 by 1000, so we must then multiply by 10^(-3), which is equivalent to 0.001, to keep it constant.
