What right does an absent father have he is not on birth curtificate and has had no contact for about 8 years she is 11 now?

What Smoothy said---only he has to go to court to get those rights.
If he can show that the mother deliberately kept the child from him, and alienated the child against him, he actually has a pretty good chance of getting physical custody as well.
