My boyfriend was walking across the street to where I was. He was on private property when a police officer tried stopping him. He had to go bathroom and was walking the officer threatened him, saying he was a known gang member and tackled him. Handcuffed him and hit him. He's been incarcerated a month and the jail denied him a legal visit today. Is this enough for a harassment lawsuit against the city and county?

I forgot to add, he was on parole.

Maybe. He needs a criminal lawyer first, and maybe a civil lawyer second.

From the officers side,

Whose private proper was he on, did he have their permission to be on that property.

He failed to stop when asked by the officer, ( crime: failure to follow the lawful command of a police officer)

Next I am sure that more was said, a "ex gang member" will not just ignore or talk politely to most police officers.

It may be a illegal arrest, not harassment since harassment has to be a group of event, not just one.
